In this workshop Dr. Stan Karanasios, Associate Professor Marta Poblet-Balcell and Professor Vanessa Cooper will present key findings from their project “Building Resilience and Inclusion Amongst Vulnerable Populations through Social Media”, funded by Emergency Management Victoria.  This presentation will be followed by a panel session with Bethany Lloyd from the Department of Health and Human Services,  Melissa Matthews from the Australian Institute for Disaster Resilience, Ged Griffin from Victoria Police and Dr. Peter Hayes from RMIT who will discuss how they see the role of technology evolving in the space of engaging vulnerable communities. There will be time set aside for networking opportunities with light refreshments available.

 
Speakers
Dr Stan Karanasios

Dr Stan Karanasios is a Senior Research Fellow in the School of Business IT and Logistics at RMIT University. Much of his research focuses on technology and emergency response across Europe and Australia. In particular he is interested in how social media creates new information flows in emergencies. His research has been published in leading academic journals. 

Professor Vanessa Cooper

Professor Vanessa Cooper is the Director of the College of Business’ Centre for People, Organisation and Work and is located in the School of Business IT and Logistics at RMIT University. Vanessa’s research in Information Systems centres on the application of knowledge management and organisational learning theory in complex contexts such as emergency management and environmental sustainability.

Associate Professor Marta Poblet Balcell

Marta Poblet is an Associate Professor at RMIT University’s Graduate School of Business and Law. She is one of the co-founders of the Institute of Law and Technology at the Autonomous University of Barcelona and past researcher at ICREA (Catalonia). She holds a JSD in law (Stanford University 2002) and a Master in International Legal Studies (Stanford University 2000). Her research interests cover different areas at the intersection of law, political sciences, and technology.

Bethany Lloyd
Department of Health & Human Services

Bethany is the Head of Emergency Communications for the Victorian Department of Health and Human Services (DHHS). She is a passionate advocate for strategic communications in emergencies. Bethany has worked as a communications specialist within the Victorian Public Sector for the past 15 years, and joined DHHS after working at Emergency Management Victoria. In the last few years Bethany has led the recovery communications for the Wye River fires, Bourke St Tragedy, Flinders St event and most recently the South West Fires. Bethany also oversees the preparedness and planning for Class 2 Health Emergency Communications and Public Information, and the integration of this into the broader emergency management sector and systems. Bethany is the author of the State Relief and Recovery Communications and Public Information Framework, the first of its kind in Australia.

Ged Griffin
Acting Superintendent, Victoria Police

Ged has been a member of Victoria Police Force for approximately 32 years and is currently Acting Superintendent at the Capability Department. He has performed duties in general operations, disaster management, marine policing, criminal investigations, intelligence and counter terrorism operations. Ged was involved in establishing the Victoria Police Counter Terrorism Coordination Unit and was the project manager responsible for replacing Victoria Police’s metropolitan analogue radio network for a new state of the art digital radio network. Ged is also a member of the Australian Civil Corps and has been a Team Leader for the Post Disaster Response Team. He has also conducted assessments in the Asia/Pacific region regarding national disaster risk management arrangements on behalf of the Department of Foreign Affairs and Trade. His qualifications include a Master of Arts (Police Practice), a Master of Professional Education and Training, a Graduate Certificate in Police Management and a Graduate Certificate in Criminal Intelligence.

Melissa Matthews
Australian Institute for Disaster Resilience

Melissa is the lead on information and knowledge management at the Australian Institute for Disaster Resilience, where she curates content for the Australian Disaster Resilience Knowledge Hub and develops professional development events to build and share good practice in disaster resilience. Her strong interest in effective communication and resilience has seen her formulating response and recovery policy for major disasters with Emergency Management Australia, running workshops around the Pacific to help people understand and use seasonal climate outlooks with the Bureau of Meteorology, and visiting villages around Solomon Islands to initiate community-based disaster risk reduction projects with Save the Children. Recently, Mel spent a year developing content for a story-based online learning platform for a global program to eliminate dengue fever.

Dr. Peter Hayes
RMIT University

Peter’s initial working life was spent working in forest management in New Zealand and the UK. A developing interest in people, work, and behaviour led him to complete postgraduate studies in organisational psychology. Assisted by the Bushfire Cooperative Research Centre, Peter completed a PhD investigating incident management teamwork and decision making in 2012. He has continued to work and undertake in research in the emergency management sector. In addition to his current work on the RMIT NDRGS social media and vulnerable persons’ project, he is working on a BNHCRC project investigating the non-technical skills required for incident management. Peter has authored and co-authored a variety of publications on various aspects of incident management and volunteerism.
